Government teachers in Haryana have been directed to furnish their annual property return (APR) within the stipulated time or risk losing their salaries.

Under Rule 24 of the Haryana Civil Services (Government Employees’ Conduct) Rules, 2016, all state government employees must declare their movable and immovable assets annually.

The Haryana Chief Secretary’s office has set a strict final deadline of May 22, 2026, for all state employees to upload their APR for financial year 2025-2026.

Following this, the Directorate of School Education and the Directorate of Elementary Education have ordered District Elementary Education Officers (DEEOs) to enforce strict compliance.

The orders apply to all teachers — JBT, TGT, and PGT. Nearly one lakh teachers work in various schools across the state.

They must submit online the particulars of property inherited, owned, acquired, or held by them on lease or mortgage, either in their own name, in the name of a family member, or in the name of any other person.

As the deadline approaches, drawing and disbursing officers (DDOs) at the block and district levels have warned that salaries will be put on hold if proof of online submission is not provided.

It has been reliably learned that only 30 per cent of teachers in Haryana have furnished their property details so far.

While the primary legal penalty under Haryana rules is the withholding of promotions and increments, the education authorities’ move to stop monthly salaries to enforce compliance has not gone down well with teachers.

Teachers have expressed resentment that the government’s notification was issued on May 18 and reached them only the next day, giving them a four-day deadline.

Satpal Sindhu, state president of Haryana School Lecturers Association, has urged authorities to adopt a supportive and practical approach by ensuring proper guidance and allowing reasonable flexibility before taking punitive action like stopping salaries.

“While compliance with the rules is important, such strict measures without adequate support and clarity could create unnecessary pressure,” Sindhu said.

“Many teachers have been facing technical issues in retrieving their property details, which must be uploaded online. There is also a lack of awareness on how to proceed. Instead of issuing a ‘Nadirshahi farman’, the government should be considerate in resolving the problems teachers are facing,” he added.
