Historic Pay Hike: Civil Servants to Receive Salary Increase of Up to 43%

In what is being hailed as the most significant pay raise in the history of Malaysia, civil servants are set to receive a salary increment ranging from 13% to an astounding 42.7%.

This landmark decision was announced by the Minister of Communications, Fahmi Fadzil, who highlighted that the increase, especially for those in the implementing group, is part of the government's commitment to ensuring that civil servants are fairly compensated.

The salary adjustments will be rolled out through the Public Service Remuneration System (SSPA), benefiting a vast number of civil servants. According to Fahmi, nearly 692,828 civil servants will start receiving notifications of their salary adjustments beginning next week. The salary increase varies, with those in the highest implementing group seeing the most significant boost. In contrast, those in higher positions, such as Chief Secretary to the Government (KSU) and director-generals, will see more modest increases.

“This is part of the Madani government’s ongoing efforts to uplift the standard of living for civil servants,” said Fahmi. He further elaborated that Prime Minister Datuk Seri Anwar Ibrahim will officially announce the details of the increment during the 19th Majlis Amanat Perdana Perkhidmatan Awam (MAPPA) event, scheduled for August 16 at the Putrajaya International Convention Centre.

The government has taken into account various factors, including the financial implications of this significant pay hike, which was a topic of discussion in recent Cabinet meetings. The exact budgetary allocations required to support the salary increases will be detailed in the upcoming Budget 2025, which will be tabled on October 18.

In addition to addressing civil servant salaries, the Madani government is also focusing on supporting the private sector. Fahmi mentioned ongoing efforts by the Ministry of Human Resources (KESUMA) to encourage private companies to participate in the Progressive Wage Policy programme. This initiative is designed to ensure that wage increases are not limited to the public sector but extend to private sector employees as well.

At a separate event, the Prime Minister emphasized the importance of this salary adjustment, calling it the highest in the nation’s history since independence. Addressing civil servants at the launch of the Malaysia MADANI Civil Servants’ Housing Programme in Bandar Sri Permaisuri, Anwar urged civil servants to match the increased compensation with enhanced service delivery to the people.

“Despite some dissenting opinions, I assure you that this salary adjustment is both necessary and fully justified,” Anwar said. He pointed out that this move is driven by two key factors: the country’s ongoing development and the fact that there has not been a comprehensive salary review in over 12 years. “This adjustment recognizes the invaluable role that civil servants play in nation-building,” he added.

Anwar also highlighted the recent improvement in the value of the ringgit, attributing this positive development to stable politics, clear policies, and the dedication of civil servants and private sector workers alike. On August 2, the ringgit closed at 4.49 against the US dollar, marking a 1.6% increase and achieving its best performance in 14 years.

As the country looks forward to the official announcement and subsequent implementation of these salary adjustments on December 1, civil servants across Malaysia are preparing for what promises to be a December to remember.
