MANILA, Philippines — The House of Representatives will shift to a work-from-home arrangement starting noon this Thursday following a directive from the Office of the President amid continued heavy rains.
In an advisory, House Secretary General Cheloy Velicaria-Garafil announced the arrangement was issued under the authority of Speaker Faustino Dy III, saying the measure aims to protect employees while keeping essential operations running.
“Pursuant to Memorandum Circular No. 135 issued by the Office of the President on 10 September 2026, the House of Representatives shall implement a Work-from-Home (WFH) arrangement, effective 12:00PM today, 10 September 2026, for all officials and employees, except those whose physical presence is necessary for essential and critical operations, as determined by their respective Heads of Department,” Garafil said.
Malacañang issued Memorandum Circular 135 on the recommendation of the National Disaster Risk Reduction and Management Council due to heavy rainfall from the enhanced southwest monsoon, or habagat, and the cumulative effects of prolonged rains.
The circular directed government offices in Metro Manila and 13 provinces to adopt alternative work arrangements Thursday. Agencies providing basic and health services, disaster response and preparedness, and other vital services were directed to continue operations.
The House urged employees to exercise caution and prioritize their safety.
“All personnel are advised to exercise utmost caution and prioritize their safety and well-being,” Garafil said.
