House panel OKs report dismissing complaints vs Marcos

VOTING 39-4, the House Committee on Justice on Monday adopted its report on its decision to dismiss the two impeachment complaints filed against President Ferdinand Marcos Jr.

The report, which was accompanied by the panel’s resolution, will be sent to the plenary which can still reverse the finding.

During the committee’s meeting on Monday, House Deputy Minority Leader and Mamamayang Liberal Rep. Leila de Lima concurred to the finding that the de Jesus complaint was insufficient in substance but dissented as to the finding that the Maza et al. complaint was insufficient in substance.

On Wednesday, 42 lawmakers found as insufficient in substance the impeachment complaint filed against Marcos on Jan. 19, 2026 by lawyer Andre de Jesus and endorsed by House Deputy Minority Leader and Pusong Pinoy Rep. Jernie Jett Nisay. One voted against its dismissal and three — the Makabayan bloc — abstained.

On the same day, 39 lawmakers of the committee found as insufficient in substance the complaint filed on Jan. 26, 2026 by private persons including Bagong Alyansang Makabayan president Renato Reyes Jr. as well as former lawmakers Liza Maza, Teodoro Casiño, and Neri Colmenares. This complaint was endorsed by the three-member Makabayan bloc of lawmakers composed of Kabataan Rep. Renee Co, Gabriela Women’s Party Rep. Sarah Elago, and ACT Teachers Rep. Antonio Tinio.

Batangas 2nd District Rep. Gerville Luistro, chairman of the committee, said in a press conference on Wednesday that “we should be mindful that the committee report can still be reversed by at least one-third of all the members of the House of Representatives.” Luistro said if the report is reversed in the plenary, the committee “will be constrained to come up with an articles of impeachment in view of that reversal.”
