French duo Ange-Yoan Bonny and Andy Diouf, both 22, scored to put Inter in a commanding position. Bonny opened the scoring with a powerful header on 35 minutes.
Diouf doubled the lead shortly after half-time by tapping in a Marcus Thuram cross. The Serie A leaders were dominating possession when Torino launched a comeback.
Croatian striker Sandro Kulenovic’s towering header just before the hour mark set up a nervy finale. Inter coach Cristian Chivu had rested star striker Lautaro Martinez for the tie.
Inter held on with a disciplined defensive display to become the first semi-finalists. Atalanta host Juventus in another quarter-final on Thursday.
Napoli will face Como next week, while Bologna await Lazio in the remaining last-eight ties.
