Inter Milan midfielder Cesare Casadei will undergo a medical at Chelsea on Thursday.
The Blues have agreed a deal worth £12.6m (€15m) plus £4.2m (€5m) in add-ons, per Sky Italia.
Casadei, 19, is expected to leave for England on Wednesday and then undergo a medical on Thursday.
The Italian has not made a senior appearance for Inter.
Another bid for Everton winger Anthony Gordon has also been submitted by Chelsea.
Todd Boehly failed with an opening offer of £40m for the 21-year-old.
