Tonda Eckert’s side had beaten Boro in their two-legged semi-final but have been expelled from the play-offs having admitted to spying on their opponents and other clubs during the course of the season.
A last-minute appeal against their sanction failed on Wednesday evening, meaning that the Teessiders now take up a place at Wembley in the lucrative showpiece.
Hull, meanwhile, beat Millwall to reach this stage and must reset quickly after a week of uncertainty over who they would face in the final.
