
The Premier League have voted AGAINST changing transfer laws to prevent loan deals within club networks.
It means Newcastle will be clear to take Ruben Neves on-loan from Al-Hilal in January, which are both owned by Saudi Arabia's Public Investment Fund.
The Daily Mail says the minimum threshold of club votes to change a rule is 14.
There were seven clubs that voted against the proposal, 13 in favour, so the resolution will not be put through.
Along with boosting Newcastle, the vote also clears the way for Crystal Palace to take players on-loan from Lyon.
