JKM Seeks Dedicated Guardians For Autistic Child After Tragic Loss

The Department of Social Welfare (JKM) is actively working to find appropriate guardians for the younger sibling of Zayn Rayyan Abdul Matin. The Minister of Women, Family and Community Development, Datuk Seri Nancy Shukri, has stated that the court has issued a temporary guardianship order for the child, effective two months until August 9.

During this period, JKM is diligently evaluating potential candidates recommended for guardianship, ensuring that each candidate's suitability is thoroughly assessed. Minister Nancy Shukri highlighted the importance of recognizing the child’s unique needs, noting that he is non-verbal and requires specialized care under JKM’s supervision. She stressed that the approach involves acknowledging the child's individuality rather than merely focusing on his autism.

Speaking at the launch of the Autism Empowerment Weekend 2024, hosted by Let’z Play Therapy Centre, Nancy emphasized the necessity of caution in selecting caregivers for children with autism. She explained that any potential guardian would undergo a two-week trial period to determine compatibility with the child, followed by periodic monitoring to ensure the child's well-being.

Recently, Selangor Welfare Director Azmir Kassim confirmed that the younger sibling of the late Zayn Rayyan is currently under JKM’s temporary guardianship, as ordered by the Shah Alam Magistrate’s Court. The court has informed the child's parents, Ismanira Abdul Manaf and Zaim Ikhwan Zahari, about the custodianship arrangement.

Ismanira and Zaim Ikhwan face charges of neglect, resulting in physical harm to Zayn Rayyan. The incident occurred between noon on December 5 and 9:55 pm on December 6, near Jalan PJU 10/1 Damansara Damai. The charges are filed under Section 31(1)(a) of the Child Act 2001, which stipulates severe penalties, including a maximum fine of RM50,000, up to 20 years of imprisonment, or both upon conviction.

The case of Zayn Rayyan, a child with autism, has drawn significant attention. He went missing from his home at Apartment Idaman, Damansara Damai, on December 5 and was tragically found murdered the following day. The ongoing efforts by JKM to find a suitable guardian for his younger brother reflect the department’s commitment to ensuring the child’s safety and proper care. The Ministry continues to prioritize the best interests of the child in its guardianship decisions, with a focus on providing a supportive and understanding environment tailored to his specific needs.
