SEN. Panfilo Lacson on Wednesday said the “delicious” details behind anomalous infrastructure projects in Taguig City will be laid bare at the Senate Blue Ribbon Committee’s hearings.
Lacson, who turned over evidence of the anomalous infrastructure projects to the Office of the Ombudsman on Tuesday, said the details will delve into at least five case studies he and his team conducted.
“‘Malicious but delicious’ — bumigay na yata. Kung anu-ano na pinagsasabi (He seems to be giving in. He’s saying all sorts of things now),” Lacson said in a social media post, referring to Senate Minority Leader Alan Peter Cayetano, who described the exposé on the Taguig infrastructure projects as “malicious.”
“The public may partake of the ‘delicious’ part if they watch the Blue Ribbon Committee hearings where the details of the truth behind the five Taguig case studies that we submitted to the Ombudsman will be exposed,” Lacson added.
On Tuesday, Lacson said the evidence they have gathered so far has been given to the Office of the Ombudsman, and may be sufficient to support cases for plunder, malversation and violations of the Anti-Graft and Corrupt Practices Act.
Lacson said the anomalies in Taguig City were “something else” compared to previous case studies in Bulacan because they involved “old and new tricks.”
From 2020 to 2025 alone, he said Taguig accumulated P14.4 billion worth of infrastructure projects — “and still counting.”
But Lacson pointed out that while he and his team will continue to submit to the Ombudsman whatever evidence they can secure later on, this does not preclude any action the Blue Ribbon Committee may take.
Cayetano has maintained that there are no ghost projects in the city and described Lacson’s accusations as “general” and “sweeping.”
He also said he was prepared to answer the accusations and that the public deserved to know the “whole truth” through the proper process.
Sen. Erwin Tulfo, who heads the Senate Blue Ribbon Committee, on Tuesday said that he was considering holding a hearing the following week on alleged anomalies in flood control projects.
Tulfo also accused members of the Senate minority bloc of trying to prevent the committee from proceeding with the investigation.
“Actually, to tell you the truth, it’s the other side. It’s not us in the majority. I won’t name names, but the truth of the matter is — and speaking candidly — they’re now the ones asking us not to proceed with the Blue Ribbon investigation,” he said.
Asked who from the minority was seeking to stop the hearing, Tulfo did not name anyone but said, “Obvious. Who is being investigated? Who is Senator Lacson targeting?”
“That’s why I said, what is it really? You have to explain it to the media. You have to explain it to the public that you’re now the ones who don’t want it. You’re the ones opposing it now. That’s what I don’t understand. What do you really want?” he said.
Tulfo earlier bared that former Taguig mayor Lino Cayetano and another former city mayor were willing to submit documents.
He said he would first coordinate with Lacson to determine the next course of action.
