LaLiga president Javier Tebas has rejected criticism of the game lacking goalline technology.
Barcelona are ready to take Sunday's defeat at Real Madrid to the courts after Lamine Yamal had a goal denied by VAR.
Tebas told Marca: "It is not a perfect technology and that is the first reason.
"But it is not only that: throughout a season, ghost goals happen three or four times and if you add that it is not perfect, the value is very high for the use given to it: it means investing between five and six million (euros) for the two categories to use it once and with doubts."
He has also added that "with VAR, 99% of the plays can be solved".
