
MANILA, Philippines — Speaker Faustino "Bojie" Dy 3rd and several party-list representatives filed House Bill 9906 or the proposed New Party-List System Act.
Section 10 of the bill disqualifies any person related by blood or affinity within the second degree to any incumbent member of the Senate or the House of Representatives. It likewise bans any incumbent elective official at the national, provincial, city, or town level during nomination.
The bill likewise disqualifies any person who had been awarded a government contract within five years before the election, as well as any person who is "a director, officer, or controlling shareholder of a corporation that has been awarded government contracts within the same period."
Under the measure, "a person who has previously served as an elective official or candidate for elective office may be nominated as a party-list representative only after the lapse of one (1) full election cycle following the election in which such person served or ran as a candidate."
The bill was filed on Monday by Dy, Tingog Rep. Jude Acidre, TGP Rep. Jose "Bong" Teves Jr., TUCP Rep. Raymond Democrito Mendoza, Bicol Saro Rep. Terry Ridon, FPJ Panday Bayanihan Rep. Brian Poe, and 4Ps Reps. JC Abalos and Marcelino Libanan.
