
Leeds United chief Victor Orta believes the Premier League's 'top-six' are purposely targeting players from England.
Manchester City have agreed a £45m fee with Leeds to sign England midfielder Kalvin Phillips.
And Orta believes the competition's top clubs feel safer signing players who have already played in England.
Speaking to Marca in Spain, Orta said: "Right now I feel like the greats in England are more focused on home market players.
"I have a feeling some expensive failed signings from outside England caused a little mental trauma and all the big guys are reviewing their processes."
