Perkeso’s LINDUNG 24 Jam scheme is now voluntary for local workers, following a Cabinet decision, though contributions remain mandatory for foreign workers. 

Human Resources Minister Datuk Seri R. Ramanan said the change takes effect immediately and follows feedback the government received from the public.

Guidance On Contributions Still Pending

Introduced on 1 June 2026, LINDUNG 24 Jam extends Perkeso’s protection to accidents that occur outside working hours, a gap not covered by the existing Employment Injury Scheme. The scheme automatically enrolled more than nine million contributors under the Employees’ Social Security Act 1969, with employees contributing 0.75% of their monthly wages, subject to a wage ceiling of RM6,000. 

Perkeso has not yet clarified how local workers can opt in or opt out following the Cabinet’s decision, or whether contributions deducted since the scheme took effect will be refunded. The agency is expected to issue further guidance on the implementation.

Review Planned By Year End

The Human Resources Ministry will review the scheme’s implementation towards the end of the year, covering policy direction, effectiveness and fund sustainability, Ramanan said. 

If necessary, the findings will be tabled in Parliament for proposed amendments to the Employees’ Social Security Act 1969.
