Per The Athletic, all matters are not cleared, while Liverpool have also agreed a fee for Fabinho.
Personal terms are not thought to be an issue, as the Brazilian has been offered a bumper wage rise.
He will join ex-Chelsea star N'Golo Kante, Jota of Celtic and former Real Madrid star Karim Benzema at the club.
