
LAND Transportation Office (LTO) chief Markus Lacanilao has ordered all concerned LTO offices to totally stop using the Stradcom Information Technology (IT) System for all transactions and strictly enforce the exclusive use of its own Land Transportation Management System (LTMS).
The directive followed the Office of the Ombudsman’s order to halt the use of the IT system and ensure LTMS is used for agency transactions, Lacanilao said.
Under two memorandums, the LTO said the immediate discontinuation of the Stradcom IT system covered Enhanced Driver’s License System Pilot Sites and 42 designated Temporary Offsite Printing Offices.
The top LTO official said the directive also covers the processing of Certificate of Stock Report, new motor vehicle registrations, motor vehicle registration renewals, all driver’s license transactions and miscellaneous transactions.
He said that driver’s license transactions covered include renewal, new applications, duplicates or replacements and changes of information.
“All such transactions must now be processed exclusively through the LTMS, which is LTO’s official digital online portal,” Lacanilao said.
Lacanilao directed concerned offices to coordinate with the appropriate LTO central office units to ensure a smooth and continuous transition, including necessary system configuration, user access and other operational requirements.
Any system limitation, technical issue, or operational difficulty encountered during the transition must be reported immediately to the Management Information Division for prompt action, he said.
“We continue to streamline and improve LTO’s systems to make our services faster, smoother and more reliable. The shift to LTMS is a key part of our efforts toward more efficient processes and better service for our motorists,” he said.
The LTO head reiterated that these directives will be strictly enforced to ensure a smooth, continuous transition to LTMS, while maintaining efficient, reliable public service.
