
KOTA MARUDU: Tuaran MP Datuk Seri Wilfred Madius Tangau (pic) has proposed the “Tuaran Agenda” as a starting point for Malaysia to implement the United Nations Declaration on the Rights of Indigenous Peoples (Undrip).
He said Malaysia supported Undrip when it was adopted by the United Nations General Assembly in 2007, but the commitment must now be translated into policies, laws, institutions, programmes and tangible outcomes.
Presenting a paper at the Sabah Indigenous Rights Awareness Forum here Friday, Madius proposed a national Undrip policy, a 2027-2037 National Action Plan and a governance, monitoring and accountability system.
He also introduced an “8E Model” covering rights recognition, policy, legislation, institutions, financing, capacity-building, participation, and monitoring and accountability, while stressing that indigenous communities must be involved in decision-making.
Madius said the Tuaran Agenda was neither a final policy nor a binding legal interpretation, but a framework for inclusive dialogue, adding: “Policies concerning indigenous peoples must be built with indigenous peoples — not merely for them.”
