Madius questions 95pc Sabah spending with only 43pc 12MP projects ready

Kuala Lumpur: Tuaran Member of Parliament Datuk Seri Wilfred Madius Tangau (pic) has questioned how Sabah’s development expenditure reached 95.3 per cent when only 43 per cent of the 941 12th Malaysia Plan (12MP) projects in the state have been completed.

Debating the Auditor-General’s Report Series 2/2026 in the Dewan Rakyat on Wednesday, Madius noted that only 405 projects are complete, while 411 remain in progress and 125 have yet to commence or remain in the planning stages.

He stressed that an unqualified audit certificate only confirms financial statement accuracy and should not be treated as proof that infrastructure is delivered or operational for the public.

Madius also highlighted thousands of unresolved legacy projects across the state, specifically 70 from 9MP, 358 from 10MP, and 1,602 from 11MP, demanding an explanation on whether delays stemmed from land issues, design, procurement, allocations, or contractor performance.

To address the backlog, he tabled five demands to the government, including the introduction of a Project Readiness Certificate, a public tracking dashboard, independent reviews on second extensions of time, a legacy resolution team, and named accountability officers for every initiative.
