Malaysian Civil Servants Embrace DEEP Impact: Revolutionary Evaluation System Takes Center Stage in 2024

Starting this year, all civil servants in Malaysia will undergo assessment using the Demerit Performance Evaluation (DEEP) System, as confirmed by Chief Secretary to the Government Tan Sri Mohd Zuki Ali. The DEEP system, agreed upon by the Public Service Department (JPA), introduces a unique evaluation approach, initiating with a baseline of 100 points. However, points will be deducted under the demerit system if officers fail to meet the stipulated objectives.

Mohd Zuki emphasized that the primary goal of DEEP is to assess officers based on their capability and determination to fulfill assigned tasks. The system is designed to award full marks initially, and deductions occur if civil servants fall short of the key performance index (KPI) or fail to meet task expectations. During a press conference, Mohd Zuki clarified that the DEEP system is not punitive but aims to maintain a relevant and fair evaluation process.

In his annual message for 2024, Mohd Zuki stressed the importance of accurate and fair evaluations, noting their significant impact on the civil service. He highlighted that the DEEP system's implementation is crucial for ensuring evaluations remain relevant in assessing the performance of civil servants.

While discussing the DEEP system, Mohd Zuki also urged civil servants to provide unwavering support to the government under the leadership of Prime Minister Datuk Seri Anwar Ibrahim. Emphasizing the need for collaboration, he encouraged civil servants to rally behind government policies at all levels.

The DEEP system introduces a dynamic approach to performance evaluation, reflecting a commitment to fostering accountability and ensuring that civil servants contribute effectively to the government's goals. This initiative aligns with broader efforts to enhance the efficiency and responsiveness of the civil service in Malaysia. As civil servants navigate the new evaluation system, it is anticipated that the DEEP approach will play a pivotal role in driving performance improvements and aligning individual contributions with organizational objectives.
