KUALA TERENGGANU – Malaysian voters are becoming increasingly mature, critical and pragmatic in their political considerations by prioritising administrative performance over traditional partisan loyalty.
Political analyst Dr Azrie Azeh said this could be observed through the results of the 2026 Negeri Sembilan state election involving 36 State Legislative Assembly seats, which not only reflected changes in seat composition but also depicted a profound transformation in voter orientation.
According to him, the view of political science expert V.O. Key Jr. that elections serve as "the voice of the people at a given moment" has become highly significant in understanding the outcome.
"In the context of Negeri Sembilan, the voice of the people clearly demonstrates that contemporary political legitimacy increasingly depends on a party's ability to prove administrative performance, policy effectiveness and the capability to fulfil societal aspirations, rather than relying solely on political rhetoric or electoral promises," he said.
Elaborating further, Azrie explained that the official Negeri Sembilan state election results showed Barisan Nasional (BN) emerging as the largest bloc by winning 18 state seats, followed by Pakatan Harapan (PH) with 11 seats, while Perikatan Nasional (PN) secured seven seats.
He noted that BN's performance could be interpreted through Morris Fiorina's Retrospective Voting Theory, wherein voters evaluate based on actual performance, policy achievements, administrative stability and effective economic management.
"BN successfully built a narrative of political stability alongside practical local issue solutions through its grassroots network and extensive administrative experience.
"For PH, securing 11 state seats and losing its dominant position serves as a signal that political legitimacy remains subject to reassessment at all times.
"Through the issue voting approach, voters tend to choose based on daily matters such as the cost of living and the economy. While the reform narrative remains important, voters now demand tangible policy outcomes that enhance their quality of life, alongside more convincing communication," he said.
Meanwhile, he viewed PN as remaining a key actor after capturing seven seats, although it continues to face constraints in broadening its influence in states with diverse demographics.
"Based on Anthony Downs' Median Voter Theorem, electoral victory hinges on the ability to attract median voters. Therefore, PN needs to strengthen an inclusive economic offering that appeals to voters from diverse backgrounds," he said.
He added that the outcome also serves as a crucial signal to the four states governed by PN collectively known as the SG4 namely Kedah, Kelantan, Terengganu and Perlis.
"In line with Joseph Schumpeter's perspective, democracy empowers the electorate to either 'reward' or 'punish' the government. Voters nowadays evaluate administrative effectiveness through concrete indicators such as economic growth, employment opportunities and public service efficiency," he stated.
He further noted that although the First-Past-the-Post (FPTP) system makes vote splitting a significant factor and the cooperation dynamics between BN and PN remain under debate, he believed it is still too early to conclude the Negeri Sembilan state election results as a definitive blueprint for the 16th General Election (GE16).
Nevertheless, he stated that the state election continues to serve as a vital political barometer measuring public acceptance.
"The Negeri Sembilan state election demonstrates two main aspects: voters no longer choose based solely on nostalgia or partisan loyalty, and modern political legitimacy is performance-based.
"In an increasingly mature democracy, the people's mandate is not an automatically inherited right, but rather a trust that must be continually maintained through performance and accountability," he said.
