The Manchester Evening News says United believe they can sign the Serb for €68m.
Milinkovic-Savic, 27, is contracted to Lazio until 2024 and the Serie A club have been seeking a buyer for the Serbia international for the entire summer.
United are turning to Milinkovic-Savic as talks for Barcelona ace Frenkie de Jong continue to stall.
While a deal for Juventus midfielder Adrien Rabiot is close to being struck, that won't put off United's push for Milinkovic-Savic.
And they won't find any resistance from Lazio president Claudio Lotito should they make a serious offer for the player.
