Marcos launches updated PFM roadmap to boost fiscal discipline

MANILA, Philippines — President Ferdinand Marcos Jr. on Friday led the launch of the updated roadmap and a new digital platform aimed at strengthening the government’s fiscal reform agenda to promote transparency, accountability, and prudent use of public funds.

The President led the endorsement of the updated Philippine Public Financial Management (PFM) Reform Roadmap 2024-2028 and the unveiling of the Department of Budget and Management's Centralized Open Monitoring Platform for Appropriations and Spending Statistics (COMPASS) during a ceremony in Malacañang.

In his speech, the President reaffirmed his administration's belief that "public funds belong to the people and must always be spent for their benefit."

"Every department must align its budget with national priorities. Every agency must strengthen procurement, reporting, and implementation. Every public office must be prepared to show where the funds went, and what they have achieved in improving the lives of every Filipino family," Marcos said.

"So as we move forward, let us carry this work with resolve, integrity, and a shared sense of purpose. By 2028, we must be able to say that government has become more open, more disciplined, more responsive, and more trusted by the Filipinos," he added.

Prepared by the DBM under the leadership of Acting Secretary Kim Robert De Leon, the updated PFM Roadmap streamlines the original 41 reform interventions to 18 priority measures — 14 mission-critical reforms and four quick wins, all targeted for completion by 2028.

The remaining 23 long-term interventions will continue to be pursued based on institutional readiness, available resources and support from development partners.

On the other hand, COMPASS consolidates thousands of budget release records and trillions of pesos in government spending data into a single platform, making budget information more accessible, understandable and actionable for the public.
