
MANILA, Philippines — The Department of Justice (DOJ) National Prosecution Service (NPS) recommended the filing of four counts of rape by sexual assault and one count of acts of lasciviousness against Marikina 1st District Rep. Marcelino “Marcy” Reyes Teodoro.
Lawyer Raphael Niccolo Martinez, DOJ spokesman,, on Tuesday confirmed that the information records of the case have been transmitted to the Marikina Regional Trial Court (RTC), adding that "we'll release a statement later today."
Pending the release of the DOJ's official statement, Martinez advised everyone to refrain from publishing copies of any purported resolution "unless and until their authenticy has been confirmed by the department or the court where the case was filed."
"The copy and pages published on this website are from a draft and do not constitute an official copy of the final Resolution," added Martinez.
The charges arise from allegations made by two female police officers who formerly served as Teodoro's close-in security detail. One officer reported incidents of lasciviousness, while the second alleged multiple instances of sexual assault and acts of lasciviousness.
When the complaints were first filed in September 2025, the DoJ initiated a case build-up and legal evaluation under Department Circular 20 (2023) to determine if there was sufficient evidence to proceed with a preliminary investigation.
The justice department committed to ensuring due process for Teodoro while protecting the identities of the complainants.
Teodoro had dismissed the allegations as “malicious and untrue” fabrications intended to damage his reputation. Suggesting the complaints were a “politically motivated attack,” he called for an impartial, transparent, and open investigation.
