
MANILA, Philippines — Clearing up days of industry speculation and unverified rumors across the maritime sector, the Maritime Industry Authority (MARINA) issued an official statement today confirming that Administrator Sonia B. Malaluan has formally submitted her intent to retire to the Office of the President, effective 01 October 2026.
The official clarification comes directly after floating rumors regarding top leadership changes at the country’s primary maritime regulatory agency.
Duties continue pending successor designation According to MARINA's statement, Malaluan's intent to retire effective October 1 will stand until a new Administrator or Acting Administrator is designated by the Office of the President.
Pending the formal designation of a successor, Administrator Malaluan continues to perform her duties and responsibilities in full compliance with existing laws, rules, and regulations.
Addressing potential concerns over operational disruption during the transition, the agency sought to reassure vessel operators, seafarers, and industry partners that agency workflows remain steady and fully functional.
"MARINA assures its stakeholders, partners, and the maritime public that the Authority’s operations, programs, and services continue without interruption," the agency stated.
MARINA added that its workforce remains committed to fulfilling its mandate and sustaining the gains and reforms undertaken by the Authority in pursuit of a safe, reliable, efficient, and globally competitive Philippine maritime industry.
Recognition of service and leadership In its release, MARINA expressed its appreciation to Administrator Malaluan for her service, leadership, and contributions toward the continued development of the Philippine maritime industry.
