THE Maritime Industry Authority (Marina) partnered with Italy’s International Maritime Safety Security Environment Academy (IMSSEA) to train 31 technical personnel in ship condition survey and inspection protocols.
The capacity-building initiative launched the Flag State Implementation (FSI) course on Oct. 13, 2026, followed by the Ship Condition Surveyor (SCS) course scheduled from Oct. 19 to 30, 2026.
Under flag state administration mandates, Marina inspects domestic commercial vessels to verify that physical seaworthiness standards match official safety certifications.
Marina Administrator Sonia Malaluan stated that the specialized training enhances technical surveyor competence, standardizes inspection procedures across regional offices, and strengthens enforcement consistency.
The technical curriculum covers survey planning, regulatory requirement interpretations, noncompliance legalities — including vessel detention protocols — and enforcement guidelines.
IMSSEA safety specialist Capt. Federigo Ribechini conducts the lectures, with institutional coordination led by IMSSEA Project Manager Carmen Giordano.
