Marina outlines shipbuilding strategy at Sagarmantha

THE Maritime Industry Authority (Marina) shared its 2028 roadmap to expand Philippine shipyards and attract investment during an ocean summit in New Delhi.

Precila Jara, Planning and Policy Service Director of the Maritime Industry Authority (Marina), presented the Philippines’ strategy for shipbuilding and ship repair development at the third edition of Sagarmanthan: The Great Oceans Dialogue in New Delhi.

Jara detailed Core Program 3 of the Maritime Industry Development Plan (MIDP) 2028, which targets sector expansion through shipyard digitalization, workforce development, infrastructure investments, government fleet modernization, industry assessments, and legislative reforms.

Growing demand for modern vessels and stable supply chains drives current efforts to upgrade domestic facilities. Expanding shipyard capacity enables the country to perform routine ship maintenance internally while constructing commercial vessels for regional trade.

Jara emphasized that effective execution requires domestic collaboration and international partnerships. Aligning local regulatory reforms with foreign cooperation helps secure capital investment and technology transfers for Philippine shipyards.

The strategy aligns with the goals of both the Philippine Development Plan 2023–2028 and the MIDP 2028. Strengthening domestic capabilities generates technical jobs in heavy manufacturing and cuts reliance on overseas repair facilities.

Participation in Sagarmanthan 2026 strengthens regional ties and creates opportunities for cross-border knowledge exchange. Through this outreach, the Philippines aims to broaden its maritime industry beyond its established position as a supplier of global seafarers.
