
THE Maritime Industry Authority (Marina) and the Organization for Economic Cooperation and Development (OECD) have agreed to strengthen cooperation to enhance the maritime sector and secure the country’s position as a global shipbuilding leader.
During a high-level meeting at the Marina Central Office on June 23, 2026, Marina Administrator Sonia Malaluan met with OECD Deputy-Secretary General Yasushi Masaki and Head of Division Alexander Böhmer. The officials mapped out continued collaborations in shipbuilding, ship repair (SBSR), recycling, and shipbreaking.
Malaluan emphasized that upgrading the SBSR sector is a top priority, highlighting active legislative pushes in the 20th Congress. She noted that insights from the historic 2024 OECD Philippine SBSR Industry Peer Review, the first ever for a non-OECD member, were instrumental in crafting the pending SBSR Development Bill.
Malaluan stressed that attracting foreign investments and technology transfers remains vital to modernizing the industry.
Masaki welcomed these legislative developments, adding that the organization looks forward to the outcomes of its ongoing maritime dialogues across Southeast Asia.
Simultaneously, Marina championed local innovation at the Philmarine 2026 SBSR Technical Conference at the SMX Convention Center, which brought together government, industry, and academic stakeholders.
A key highlight was the recognition of Tsuneishi Heavy Industries Inc. for the successful launch of the M/V Brave Pioneer. Marina stated the landmark vessel showcases the world-class capabilities of Filipino shipbuilders and underscores the country’s transition toward sustainable, green shipping.
