THE Malaysian Communications and Multimedia Commission (MCMC) has launched a two-week public consultation on a proposed regulatory framework to tackle unsolicited commercial electronic messages (UCEM), commonly referred to as spam.
The initiative, which began on 13 August 2025 and runs until 5:00pm on 27 August 2025, is part of the Commission’s efforts to implement Section 233A of the Communications and Multimedia Act 1998 (CMA 1998), a new provision introduced via legislative amendments gazetted in February 2025.
MCMC said the proposed framework is intended to “strengthen consumer protection, promote responsible digital marketing practices, and foster a safer and more trustworthy digital ecosystem.”
In line with the new statutory mandate, the Commission is developing subsidiary legislation to provide “a clear, coherent, and enforceable structure” for addressing the growing incidence of UCEM across digital platforms.
The consultation seeks input from a broad spectrum of stakeholders, including industry players, civil society organisations, consumer groups, legislators, and members of the public.
“MCMC welcomes inputs from all interested parties during the consultation period,” the Commission said. “This initiative reflects the Commission’s commitment to a transparent, inclusive, consultative, and evidence-based policymaking process.”
