
KUALA LUMPUR – The Malaysian Communications and Multimedia Commission (MCMC) and the Selangor State Government formalised their collaboration today with the signing of a Memorandum of Understanding (MoU) to advance the state’s Smart City Development.
Communications Minister Datuk Fahmi Fadzil explained that the agreement centres around three primary areas: the development of smart connectivity infrastructure, the enhancement of public safety and traffic management, and the implementation of smart flood management solutions. These initiatives will be monitored through the Selangor Integrated & Intelligent Operations Centre (SIIOC), Bernama reported.

“This partnership aligns with the Selangor Smart Action Plan 2025, which envisions Selangor as a leader in smart technology and digital economy. It focuses on harnessing technology to improve public services, enhance citizen well-being, and boost urban competitiveness,” he stated during the MoU exchange ceremony.
The event was graced by the Sultan of Selangor, Sultan Sharafuddin Idris Shah, who witnessed the exchange of the MoU, represented by Selangor State Secretary Datuk Dr Ahmad Fadzli Ahmad Tajuddin and MCMC Chairman Tan Sri Mohamad Salim Fateh Din. Also present were the Raja Muda of Selangor, Tengku Amir Shah, and Selangor Menteri Besar Datuk Seri Amirudin Shari.
Minister Fahmi further announced an increase in funding for the initiative, raising the allocation from RM350 million to RM450 million following a request from the state government.
Fahmi elaborated that the development of smart connectivity infrastructure, such as fibre optic networks and public Wi-Fi, would be foundational to the state’s smart city efforts. This will support the National Digital Infrastructure Plan (JENDELA), ensuring that Selangor residents benefit from wider, stable, and high-quality internet access.
“For the people of Selangor, this initiative will enhance quality of life, offering more responsive public services, a safer urban environment, and more efficient traffic and disaster management,” he said. “By extending digital connectivity, no one will be left behind in the digital age’s social and economic benefits.”
This data-integrated approach will also enable the state government to make more informed, sustainable, and impactful policy decisions.
Minister Fahmi concluded by emphasising the role of this initiative in stimulating Selangor’s digital economy, fostering innovation, and bolstering the state’s appeal as an investment hub. “This collaboration reflects the Federal Government’s commitment to strengthening Malaysia’s national digital ecosystem in an inclusive and integrated way,” he said.
He also highlighted that Selangor had achieved 96.9 percent 5G network coverage as of December 31, 2025, positioning the state as a leader in 5G coverage in Malaysia.
“With a population of approximately 7.4 million, Selangor is the most populous state in the country, ensuring that any initiative, investment, or service will impact a significant number of people. This accomplishment underscores His Majesty’s government’s dedication to ensuring equitable access to technological advancements for all,” he concluded. - January 20, 2026
