THE Ministry of Domestic Trade and Cost of Living (KPDN) has acknowledged recent viral reports circulating in mainstream media and on social platforms concerning the filling of petrol into containers at petrol stations.
KPDN Director-General Datuk Azman Adam, in a statement today, said that under the provisions of the Control of Supplies Act 1961, petrol stations licensed to trade in petrol and diesel are permitted to sell fuel only into a vehicle’s original tank or a tank approved by the relevant authorities, or to any party that has obtained a Special Permit issued by KPDN under the Act.
To prevent misuse and diversion of controlled and subsidised goods such as petrol and diesel, any company, organisation or individual seeking to purchase fuel for use other than in a vehicle’s original tank for personal purposes must apply for and obtain such a Special Permit.
Purchases under the Special Permit scheme are limited to quantities of 20 litres and above, and are charged at the prevailing pump price at the station.
Applications for Special Permits can be made online via the Supply Permit System portal at [https://spb.kpdn.gov.my](https://spb.kpdn.gov.my).
The permits are free of charge and open to all eligible applicants.
The ministry stated that there are currently 10 eligible categories for Special Permit applications, including forklift operations, water transport, residents in remote areas and islands, food industry operators, water-based recreation, agriculture and livestock activities, emergency assistance, maintenance, tourism, and small-scale construction.
Those authorised under a Special Permit may use drums, plastic containers or other suitable and safe receptacles, subject to approved quantities, the designated petrol station address, validity period and purchase frequency.
The ministry emphasised that no party other than Special Permit holders is allowed to purchase petrol in containers at petrol stations, except in emergency situations, and even then the permitted quantity must be below 20 litres.
