
KUALA LUMPUR – The Malaysian National Cycling Federation (MNCF) has suspended Nor Effandy Rosli’s coaching licence with immediate effect, after the former national cyclist was charged in court today with sexually assaulting a teenager under his care.
MNCF clarified that Nor Effandy had been coaching his own club and was not involved with any state or national team at the time of the alleged offence.
“MNCF takes this matter seriously and firmly upholds the principle that everyone involved in the sport of cycling has the right to a safe environment, free from any form of harassment, including sexual harassment,” said federation president Datuk Amarjit Singh Gill in a statement.
He said the suspension will remain in place until the court case concludes, adding that MNCF would not tolerate any licence holder found to have breached national laws, the Safe Sport Code or the UCI Code of Ethics – particularly in cases involving minors.
Earlier today, Nor Effandy, 58, pleaded not guilty at the Ampang sessions vourt to a charge of physically sexually assaulting a 15-year-old trainee under his supervision in June 2024. The alleged incident occurred around 6pm inside a bicycle storage shed at Taman Desa Keramat, Kuala Lumpur.
The former cyclist, who won silver in the men’s elite road race at the 1998 Commonwealth Games, was charged under Section 14(a) of the Sexual Offences Against Children Act 2017, read with Section 16(1) of the same act.
If convicted, he faces up to 20 years’ imprisonment and whipping under Section 14(a), and up to five years’ jail with at least two strokes of the cane under Section 16(1).
Deputy public prosecutor Nadiah Malek Fauzie requested bail at RM15,000, citing the seriousness of the charge and the fact that the victim is a minor. She also asked the court to order Nor Effandy to surrender his passport and report to police regularly.
Defence lawyer Hamdan Hamzah argued for RM5,000 bail, saying his client, an enforcement assistant at Kuala Lumpur City Hall earning RM5,000 a month, is the sole breadwinner for his wife and four children. He said Nor Effandy had cooperated fully with police and was not a flight risk.
Judge Norshila Kamarudin set bail at RM8,000 with one surety, and imposed additional conditions: the accused must surrender his passport, report to the nearest police station once a month, and refrain from contacting or disturbing the victim.
The case is set for mention on August 1. – July 3, 2025
