THE Muntinlupa City government on Monday moved to strengthen its flood management strategy, with Mayor Ruffy Biazon endorsing a proposed partnership with the UP NOAH Center to develop a citywide drainage master plan.
The draft memorandum of agreement (MOA) was transmitted to the City Council on Feb. 5, 2026, for review and approval.
The initiative comes as the national government recently restored P1 billion in funding for Project NOAH under the 2026 budget, a move designed to assist local government units (LGUs) in updating hazard maps and refining flood control infrastructure.
Biazon said partnering with the UP NOAH Center is an important milestone in building a “science-based and long-term solution” to flooding challenges in the city.
UP NOAH (Nationwide Operational Assessment of Hazards) is a research and development center of the University of the Philippines specializing in disaster risk reduction and climate science, providing advanced hazard mapping, flood modeling, and risk assessment using scientific research and cutting-edge technology.
It works closely with local governments to develop data-driven solutions that strengthen resilience against natural hazards.
The project includes the formulation of a comprehensive Drainage Master Plan to guide future infrastructure developments and improve stormwater management across Muntinlupa.
Through engagement with UP NOAH Center, the city government will benefit from expert scientific and technical knowledge in storm drainage and hydraulics, flood modeling and simulation, and the use of advanced tools, technologies and equipment necessary for effective planning and design, the local government said.
The initiative is expected to support more resilient infrastructure planning and help reduce flood risks in vulnerable communities.
