
Finance Minister II says over 88% of eligible individuals have accessed subsidised RON95 at RM1.99 per litre, with a sales value of RM12.8 billion recorded.
KUALA LUMPUR: More than 88% of eligible individuals have benefited from the Budi Madani RON95 (BUDI95) petrol subsidy programme. Finance Minister II Datuk Seri Amir Hamzah said close to 14.8 million people have accessed fuel at the subsidised price of RM1.99 per litre.
This involves a sales value of RM12.8 billion, equivalent to 6.46 billion litres, as of February 28, 2026. He said this reflects that the MyKad-based mechanism is easily accessible, stable, and well-accepted by the public.
“Budi Madani RON95 (BUDI95) is a clear example — the subsidy is targeted to curb leakages, while citizens continue to enjoy subsidised RON95 at RM1.99 per litre,” he said during the winding-up session in the Dewan Negara.
Amir Hamzah said analysis shows nearly 99% of users remain below the monthly 300-litre limit. He stated this proves the allocated amount is sufficient for the vast majority of motorists.
“The average actual usage has only been around 100 litres per month since its introduction,” he added.
Meanwhile, more than 106,000 drivers had received additional BUDI95 eligibility of up to 500 litres as of February 28. Additional eligibility beyond the basic 300-litre limit is granted based on actual travel data.
Eligibility is updated monthly to ensure subsidies are distributed according to real usage. The minister explained that BUDI95 eligibility is granted automatically through data coordination between several agencies.
These include the Finance Ministry, the Land Public Transport Agency, and commercial vehicle licensing boards in Sabah and Sarawak, alongside e-hailing operators. “This means that as long as the e-hailing driver remains active and meets the stipulated criteria, they are eligible to receive additional quota without having to go through any additional process,” he said.
In a related development, Amir Hamzah said the number of partner merchants under the Sumbangan Asas Rahmah (SARA) initiative has risen significantly. As of February 28, there are 11,300 stores nationwide compared to just 700 stores in 2024.
“More than 4,420 of these are small independent retail shops without branches or national chains, including the Angkasa Cooperative and the Area Farmers Cooperatives,” he said.
