THE Negeri Sembilan State Secretary’s Office will not gazette or take any steps to implement the April 19 proclamation purportedly removing Tuanku Muhriz Tuanku Munawir as the Yang di-Pertuan Besar, saying such action would be unlawful and unconstitutional.
The decision follows Menteri Besar Datuk Ismail Lasim's statement yesterday that the state administration had ordered the State Secretary to gazette the proclamation.
In a statement, the State Secretary’s Office said it had referred the matter to the state legal adviser to ensure that any action taken complied with existing laws and the Laws of the Constitution of Negeri Sembilan 1959.
The office added it also took into account the Attorney-General’s Chambers’ (AGC) statement issued last night, which said the April 19 proclamation was invalid as it did not comply with the mandatory requirements under Article 10 of the state constitution.
The State Secretary’s Office said it accepted the AGC’s legal position that members of the State Executive Council (MMKN) had no jurisdiction, authority, or power under the state constitution to make any announcement about the proclamation.
“There was no legal basis for MMKN members to rely on the April 19 proclamation when making such an announcement.”
“Based on these matters and the overall statement by the Attorney-General’s Chambers on Sept 17, this administration accepts the advice and will not take any action to gazette or implement the proclamation,” it said.
The office then said that doing so would amount to an unlawful and unconstitutional act.
The statement places the State Secretary’s Office’s position directly against the announcement made by Ismail yesterday that the MMKN had unanimously accepted the April 19 proclamation and instructed the State Secretary to proceed with its gazettement.
The AGC, in its statement yesterday, said the proclamation was invalid because it had not complied with the constitutional requirements governing the removal of a Yang di-Pertuan Besar.
Meanwhile, Tuanku Muhriz returned to the country from overseas last night, telling supporters gathered at KL International Airport that he was returning to the palace to resolve the crisis in the state.
Tuanku Muhriz arrived at about 10.30 pm and was greeted by around 200 supporters who chanted “Daulat Tuanku” as he walked out of the VIP lounge at KLIA Terminal 1.
The ruler stopped to address the crowd and thanked them for their support.
“Thank you for your support. I am returning to the palace. Where else can I go to?
“I am back to resolve this matter, InsyaAllah. Thank you, everyone,” he said.
Tuanku Muhriz was accompanied by Tunku Besar Seri Menanti Tunku Ali Redhauddin Tuanku Muhriz and Tunku Panglima Besar of Negri Sembilan Tunku Zain Al-’Abidin.
The three were escorted by supporters as they left the airport. – September 18, 2026
