'Neneng'-induced monsoon rains flood, slows traffic in parts of Metro Manila, threaten nearby provinces

MANILA, Philippines — The Metropolitan Manila Development Authority (MMDA) reported flooding in five Metro Manila cities on Wednesday morning, with water reaching up to 14 inches along a portion of MacArthur Highway in Valenzuela City.

Flooding was reported as the Philippine Atmospheric Geophysical Astronomical Services Administration (Pagasa) raised the red rainfall warning over the capital and five nearby provinces.

In its 8:22 a.m. bulletin, the MMDA said that gutter-deep or 8-inch floods were reported at Q Avenue corner D. Tuazon and Biak-na-Bato corner Q Avenue in Quezon City. Both areas remained passable to all vehicles.

In Valenzuela City, flooding along MacArthur Highway in front of Toyota/Goodyear was half-tire or 13 to 14 inces deep, making the area not passable to light vehicles.

In Caloocan City, 8 inches of floodwater was reported along Rizal Avenue from 999 Mall to SM Grand Central and at the C3-NLEX Connector intersection. Both areas remained passable to all vehicles.

In Mandaluyong City, flooding along the southside of the Ortigas-EDSA service road had subsided as of 8:18 a.m.

The MMDA also reported that 8 inches of flooding along Boni Avenue corner F. Ortigas in Mandaluyong, although the area remained passable to all vehicles.

In Manila, gutter-deep flooding was reported at Tayuman corner Abad Santos and Bambang corner Avenida. Both areas remained passable to all vehicles.

The MMDA said the reports were sourced from Metrobase, closed-circuit television (CCTV), Department of Engineering Offices (DOEs) and area officers (AOs).

Traffic Buildup

Meanwhile, traffic was moderate to slow-moving along several major roads as of 8 a.m.

On EDSA, southbound traffic was moderate to slow-moving from Main Avenue to the Shaw split and from Boni to Buendia, while traffic at Taft was moderate. Northbound traffic from Magallanes to Buendia was moderate to slow-moving.

Along C5, southbound traffic was moderate from Eastwood to Calle Industria, Kalayaan and McKinley, while traffic from the Ortigas Flyover to Bagong Ilog was moderate to slow-moving.

Northbound traffic on C5 was moderate to slow-moving from Levi Mariano to McKinley and moderate along Lanuza.

Traffic remained light in both directions along Commonwealth Avenue, Quezon Avenue and Marcos Highway.

On Ortigas Avenue, westbound traffic was moderate to slow-moving from C5 to Meralco and moderate from Arcadia Avenue to EDSA. Eastbound traffic was moderate along Wilson, Meralco and Lanuza.

On Roxas Boulevard, southbound traffic at P. Ocampo was moderate.

Northbound traffic was moderate along Airport Road, C. Rivera to the EDSA service road, P. Ocampo and United Nations Avenue.

Heavy rainfall

Pagasa said aside from Metro Manila, the heavy monsoon rains would also affect Bataan, Zambales (Cabangan, San Felipe, San Antonio, San Narciso, Botolan, San Marcelino, Olongapo, Subic, Castillejos), Bulacan (Marilao, Bocaue, Bulakan, Meycauayan, Obando, Balagtas, Hagonoy, Paombong, Malolos, Calumpit, Guiguinto, Pulilan, Plaridel), Pampanga (Masantol, Sasmuan, Macabebe, Lubao, Floridablanca), Batangas (Nasugbu, Lian, Calatagan, Balayan, Tuy) and Cavite (Ternate, Maragondon, Naic, Tanza, Rosario, Cavite City, Noveleta, Bacoor, Kawit, Magallanes, General Emilio Aguinaldo, General Trias, Imus, Trece Martires).

Floooding is expected in these areas.

Meanwhile, the orange rainfall warning is now up in Zambales(Candelaria, Masinloc, Santa Cruz, Palauig, Iba), Bulacan(Angat, Baliuag, Bustos, San Jose del Monte, Norzagaray, Pandi, San Ildefonso, San Rafael, Santa Maria), Pampanga(Apalit, Bacolor, San Fernando, Mexico, Minalin, San Luis, San Simon, Santa Ana, Santo Tomas, Angeles, Guagua, Porac, Santa Rita, Mabalacat), Rizal(Rodriguez, San Mateo, Antipolo, Taytay, Angono, Cainta, Teresa, Morong, Baras, Cardona, Binangonan), Tarlac(San Jose, Capas, Bamban, Mayantoc), Cavite(Alfonso, Amadeo, Indang, Mendez, Silang, Tagaytay, Carmona, Dasmarinas, Gen. Mariano Alvarez), Laguna(San Pedro, Binan, Santa Rosa, Cabuyao, Calamba) and Batangas(Calaca, Laurel, Lemery, Agoncillo, Tingloy, Mabini, Bauan, San Luis, Taal, San Nicolas, Santa Teresita, Talisay, Tanauan).

Floods threaten these areas.

Meanwhile, the yellow warning level is up over Nueva Ecija, Rizal (Tanay, Pililla, Jala-Jala), Tarlac (Concepcion, Anao, Tarlac City, Gerona, La Paz, Paniqui, Pura, Ramos, San Manuel, Victoria, Camiling, Moncada, San Clemente, Santa Ignacia), Pampanga (Arayat, Candaba, Magalang), Bulacan (Dona Remedios Trinidad, San Miguel), Quezon (General Nakar, Panukulan, Burdeos, Polillo, Patnanungan, Jomalig, San Antonio, Tiaong), Batangas (Malvar, Santo Tomas, Alitagtag, Balete, Batangas City, Cuenca, Ibaan, Lipa, Mataasnakahoy, San Jose, San Pascual, Lobo, Padre Garcia, Rosario, San Juan, Taysan) and Laguna(Los Banos, Bay, Alaminos, Calauan, Victoria, San Pablo).

Residents in flood-prone areas are warned.

Quezon (Candelaria, Dolores, Sariaya, Tayabas, Infanta, Lucban, Lucena, Mauban, Pagbilao, Real, Sampaloc) and Laguna (Liliw, Luisiana, Magdalena, Majayjay, Nagcarlan, Pagsanjan, Pila, Rizal, Santa Cruz, Cavinti, Famy, Kalayaan, Lumban, Mabitac, Paete, Pakil, Pangil, Santa Maria, Siniloan) are forecast with light to moderate rains in the next three hours.
