Ajax veteran forward Wout Weghorst and PSV Eindhoven's Guus Til were the only Netherlands-based players named on Wednesday in the Dutch squad for the World Cup.
It is the fewest ever at a major tournament from the big three of Ajax, PSV and Feyenoord, with all previous World Cup squads having at least six players from the Dutch trio.
Stefan de Vrij, Jeremie Frimpong and Kees Smit were left out and uncapped West Ham winger Crysencio Summerville was among the surprise names given the London team's relegation.
“If he hadn’t been injured in March, he would have been part of the squad already. He’s effective on both the left and the right, is good on the ball and in transition,” coach Ronald Koeman told a news conference.
He added that pacy Liverpool right wingback Frimpong had been too injury-prone this term and Summerville could fill in, along with Brighton's Mats Wieffer.
Memphis Depay has long battled injury but was included after proving his fitness at Brazilian club Corinthians.
Tottenham's Xavi Simons and Manchester United's Matthijs de Ligt were already ruled out through injury but coach Koeman still picked 15 players from the Premier League in his 26-man party.
Two warm-ups against Algeria and Uzbekistan are scheduled before the Kansas City-based Oranje take on Japan, Sweden and Tunisia at the World Cup in North America from June 14.
Lutsharel Geertruida and Ian Maatsen are on the standby list, as well as keeper Justin Bijlow.
