Malaysia’s political landscape could see a dramatic internal reset when the Democratic Action Party (DAP) convenes a special congress on July 12, 2026 - a gathering that may redefine its role within the unity government led by Prime Minister Dato' Seri Anwar Ibrahim.

In what party leaders describe as an unprecedented move, DAP will allow some 4,000 delegates to decide whether its elected representatives holding government positions should resign from their posts - while the party continues to support the government in Parliament.

Internal “Referendum” on Power and Principle

DAP secretary-general Loke Siew Fook confirmed that delegates will vote on whether DAP ministers, deputy ministers, state executive councillors, local councillors and government-linked company (GLC) appointees should relinquish their positions.

The proposal stops short of withdrawing support from the unity government. Instead, it signals a strategic review of how DAP participates in governance after decades as an opposition force.

“This is not a threat,” Loke stressed. “It is a review of our role in government.” He reiterated that DAP’s 40 Members of Parliament would continue backing the government until the next general election, ensuring stability and rejecting any notion of supporting a so-called “backdoor government.”

A Democratic Turning Point for DAP

What makes this congress extraordinary is not just the question being posed - but who will decide it.

Historically, major decisions such as joining or leaving coalitions were determined by DAP’s central executive committee (CEC), in line with the party constitution. This time, however, the matter will be placed before delegates in what Loke described as a more “institutionalised and democratic” approach.

It is the first time the party has entrusted such a consequential political decision to a full congress vote - effectively turning the gathering into an internal referendum.

The move comes in the aftermath of DAP and Pakatan Harapan’s disappointing performance in the Sabah state election, where DAP lost all eight seats it contested. The electoral setback has intensified introspection within party ranks about strategy, messaging and the pressures of transitioning from opposition to government.

Reform Promises Under Scrutiny

Following the Sabah defeat, Loke pledged that DAP would work closely with Anwar to accelerate reforms within six months. Yet political observers warn that merely reshuffling positions without delivering substantive policy outcomes could be perceived as “political sugar coating.”

If DAP leaders resign from executive posts but remain supportive MPs, the party could reposition itself as a more independent reform watchdog within the ruling coalition. Conversely, retaining positions may signal confidence in the unity government’s trajectory.

The July 12 congress, therefore, is more than a procedural exercise. It represents a philosophical dilemma: Can DAP balance governing responsibility with reformist credibility? Can it remain both insider and critic?

As Malaysia navigates economic challenges and political realignments, DAP’s decision may shape not only its own future but also the stability and reform agenda of the unity government itself.

July could mark either a recalibration - or a reckoning.
