The saga erupted on Nov 20, 2025 when Pandan MP Dato' Seri Rafizi Ramli publicly revealed that Datuk Seri Shamsul Iskandar, Anwar’s Senior Political Secretary, had issued a 2024 support letter for six contractors bidding for works at Muar Hospital. Rafizi saw it as a litmus test of Anwar’s anti-graft commitments: reprimanding was not enough - removal was necessary.
“This is not the first time,” Rafizi said, stressing that integrity cannot survive on speeches alone.
Health Minister Dato' Seri Dzulkefly Ahmad verified the letter’s authenticity but insisted it carried no directive force. Anwar, speaking en route to South Africa, concurred - Shamsul had erred, but the project was not influenced. "We cannot punish those we disagree with harshly while showing leniency to those on our side,” he said.
Yet the political heat was unrelenting. On Nov 25, 2025, Shamsul resigned, claiming “attempts to undermine” him and sabotage the Madani government. Anwar accepted the resignation the next day, emphasising full freedom for MACC to investigate.
Phase 2: Albert Tei’s Bombshell and the RM629,000 Accusation
Hours after Shamsul’s resignation, the controversy detonated.
Datuk Albert Tei - already embroiled in Sabah’s mining scandal - alleged he had spent RM629,000 on Shamsul. His claims were sensational and detailed:
• Renovations for multiple properties
• Leather furnishings, dining sets, appliances
• A home theatre system, massage chair
• Premium cigars, tailored suits, and foreign currency requests
• WhatsApp screenshots allegedly showing Shamsul asking for money abroad
Tei said he first met Shamsul in November 2023 at Jesselton Cigaro, allegedly arranged through a woman he called Shamsul’s proxy.
The allegations immediately shifted the case from administrative misconduct to potential graft.
Phase 3: Denials, Counter-Accusations and the MACC Probe
On Nov 26, 2025, Sofia Rini Buyong - the woman Tei claimed acted as Shamsul’s proxy - issued a video rejecting every allegation. She filed a police report, accusing Tei of manufacturing a conspiracy to destabilise the government during Sabah’s election season.
MACC chief commissioner Tan Sri Azam Baki said both men would be summoned and urged the public not to speculate.
But the storm only grew more complicated with further revelations.

Another video surfaced, this time showing Sofia apparently agreeing with Tei’s claims that the payments were allegedly linked to influencing Sabah politicians to recoup money already paid - and also allegations that Shamsul and Anwar wanted Tei to secretly record incriminating conversations. A second clip went further, claiming that Azam was aware of the plan.

Shamsul immediately lodged a police report in Sabah and pledged full cooperation with investigating authorities, calling the allegations “a malicious conspiracy” to tarnish the Prime Minister's reputation and topple the government.

Perikatan Nasional leaders seized the moment:
• Muhyiddin Yassin demanded Anwar himself be investigated.

Tei’s lawyer declared MACC could not investigate while Azam remained in office, citing “structural bias” and a conflict of interest.
