is NOT to avoid undermining public confidence in the pilgrims’ fund board.

But to address concerns on the 75% of deposits in the fund which were by only 5% of depositors.

Recently, PMX has said that the RCI report on Tabung Haji will be released to the public.

Even though it is a bit late – 3 years too late for reasons that do not make sense to the ordinary public – the ordinary public is expecting the report do address and highlight another important issue apparently highlighted by Bank Negara in their letter to Tabung Haji, other than its insolvent position, in Feb 2016 i.e 75% of deposits in the fund were by only 5% of depositors.

Bank Negara had in a letter dated 23 Dec 2015 addressed to the Chairman of Tabung Haji said Tabung Haji's deposits were highly concentrated among a small number of contributors – 5% of whom owned 75% of the total deposits.

And over half of all depositors maintain very small balances (e.g., more than 53% hold under RM1,300).

As at the end of 2018, Lembaga Tabung Haji held total liabilities of RM76.44 billion and total assets of RM76.79 billion following its government-backed restructuring and recovery plan. The total number of depositors stood at 9.2 million.

In fact, in a written parliamentary reply dated 19 Nov 2025, the Minister in the Prime Minister’s Department (Religious Affairs) said of the 9.7 million depositors, 53% of Tabung Haji (TH) savers have less than RM1,300 in their accounts.

The Minister further added that the decline in depositor savings has been gradual, with total savings growth in recent years driven mainly by reinvested dividends rather than organic contributions

Yes, one cannot presume that only the depositors will small balances will withdraw if there is a confidence crisis in Tabung Haji’s ability to continue.

Presumably every depositor will follow suit i.e withdraw their deposits from Tabung Haji including the 5% who owned 75% of the total deposits as highlighted by Bank Negara in their correspondence to the Chairman of Tabung Haji.

As Tabung Haji accepts deposits from only Muslims, who are these Muslim depositors?

Individuals?

Individuals with means?

Or organisations or corporates?

This is intriguing and the ordinary rakyat are keen and have the right to know.

Probably the annual Forbes list of richest Malaysians have to be revised in the future upon the revelation of the RCI report on Tabung Haji
