It means the court officially deems the Yang di-Pertuan Besar’s unilateral dismissal as having no legal effect.

Legally, the 10 individuals would be restored to their original positions as active State Executive Councillors, as if the dismissal never happened.

Not taking into considerBar the legal interpretations, would the reinstated Excos operationalize their earlier declaration that the April 2026 proclamation is valid?

Yes, understood that the Attorney-General's Chambers (AGC) has already state their stand on the Excos declaration and that the Negeri Sembilan State Secretary's Office did not gazette or implement the April 19 proclamation.

Even though the Excos does not have the authority to simply hire or fire a State Secretary, what is the possibility or plausibility that the reinstated Excos, somehow managed to replace and install a sympathetic State Secretary and have the new State Secretary gazette the proclamation?

In this country, intellectual and highly motivated lawyers can exploit loopholes, draft creative interpretations, and construct arguments to challenge seemingly rigid structures.

Anything is possible.

Be that as it may, obviously the former Excos are aware of the issues that they will face even if the Federal Courts were to rule in their favor.

So what is their objective and end game knowing that even if they win at the Federal Court, and they are reinstateed as Excos, their tenure will be tumultous?

Secure political survival, vindicate their faction, and weaponize the Federal Court's ruling as structural leverage in the future?

Right now, the Excos are politically toxic.

They have been branded as "traitors", stripped of their official cars, and seen their bank accounts frozen.

A Federal Court victory changes the narrative.

By proving their dismissal was unlawful, they transform from "rogue coup plotters" into "victims of an overreaching monarchy."

This legal validation is essential if they wish to salvage their careers within their respective political parties and run in future state elections.

The Excos are facing severe, potentially career-ending criminal investigations under the Penal Code for offences against the state, alongside pending contempt-of-court proceedings filed by the Dewan Keadilan dan Undang (DKU).

If the highest court in Malaysia rules that they are the legitimate, active government, it drastically weakens the state's criminal case against them.

It becomes exceptionally difficult for the police or the Attorney-General's Chambers (AGC) to prosecute them for "overthrowing the government" if the apex court officially declares that they are the lawful government of Negeri Sembilan.

The Excos know that a complete execution of the April 2026 proclamation is now practically impossible because the civil service and the AGC have rejected it.

However, a reinstatement creates an absolute governance gridlock.

With the state paralyzed, a temporary compromise can be brokered, or the state assembly can be dissolved to call for snap state elections

Snap elections would allow the voters—rather than the palace or the customary chiefs—to decide who holds power, giving the Excos a clean slate.

The Excos' political fortunes are entirely tied to the rival royal claimant.

If they abandon the April proclamation, they seal their political doom.

By fighting the dismissal, they keep the royal dispute alive.

Their endgame is to use the judicial system to hollow out the authority of the current palace administration, slowly paving a path of attrition where their backed faction can negotiate a long-term settlement regarding the state's leadership or succession.

It appears that if successful, the action by the Excos is also to strip the royalty of arbitrary dismissal powers.

Winning means they will go down in Malaysian history as the architects of a landmark constitutional shift that binds monarchs tightly to executive advice, heavily restricting royal intervention in state politics nationwide.
