Pag-IBIG Fund earns COA’s highest audit opinion for 14th straight year

MANILA, Philippines — The Home Development Mutual Fund (HDMF) or the Pag-IBIG Fund earned the Commission on Audit’s (COA) unmodified opinion for the 14th consecutive year, achieving the state auditors’ highest opinion, top officials announced on Friday.

Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon Aliling and Pag-IBIG CEO Marilene Acosta welcomed the latest recognition, saying it was the result of the agency’s upholding the highest standards of integrity, accountability, and transparency in public service.

Acosta said it was doubly meaningful as Pag-IBIG continued with its strong performance through the sustained delivery of its mandates to Filipino workers.

“Pag-IBIG Fund achieved another milestone year in 2025, with record levels in assets, income, and dividends for our members. This 14th consecutive unmodified opinion from COA affirms that we achieved these strong results” Acosta said.

Operational highlights include total assets of P1.23 trillion, member savings collections of P160.41 billion, housing loan releases of P140.54 billion, and short-term loan releases of P94.16 billion. Financially, the HMDF generated a net income of P65.28 billion before MP2 (Modified Pag-IBIG II) returns and declared P64.34 billion in dividends to its members, she said.

Citing, among others, Pag-IBIG’s full support to the flagship expanded Pambansang Pabahay para sa Pilipino (4PH) program of President Ferdinand Marcos Jr., Acosta said the agency remained steadfast in sustaining the momentum through 2026 by empowering members to grow their savings, access affordable cash loans, and achieve homeownership via its housing loan programs.

“This recognition assures our members that their savings are safe, protected, and responsibly managed. It also inspires us to work even harder to deliver programs and services that help Filipino workers save more, earn more, and achieve their dream of homeownership,” Acosta said.

Aliling, who heads Pag-IBIG’s board of trustees, weighed in on the latest audit findings. He noted that they affirmed the agency’s unwavering commitment to prudent financial stewardship, good governance, and full transparency and accountability in serving the public.

He said the latest COA recognition affirmed that Pag-IBIG Fund continued to uphold the highest standards of professionalism, prudence, and integrity in managing the hard-earned savings of Filipino workers.

“It also shows that strong governance enables Pag-IBIG Fund to remain financially sound and responsive to the needs of its members, while supporting the President’s directive to make homeownership more accessible to Filipino families through the expanded 4PH,” the housing czar added.

Records indicated that Pag- IBIG Fund has now earned COA's top audit opinion for 14 years running - building on unqualified ratings from 2012–2017 and unmodified ratings from 2018 onward.

The milestone cements its place among a handful of government entities and government-owned and controlled-corporations that have demonstrated unwavering fiscal discipline, transparency, and accountability over the past decade, according to COA.

An unmodified opinion means the auditor found that the financial statements accurately and fairly reflect the Pag-IBIG's position, in compliance with the required accounting standards.

The COA report itself encompassed the audited financials, the audit team's findings and suggested actions, and an update on how past recommendations have been acted upon.
