Penang delivers 94% of MyPenang pledges, with 60% fully implemented and 34% underway, says Chow Kon Yeow.

GEORGE TOWN: The Penang government has achieved a 94% delivery rate for the 2023 Unity Government Manifesto (MyPenang Manifesto), with 60% of the 50 pledges fully implemented and another 34% currently underway as of April 30.

Chief Minister Chow Kon Yeow said 30 manifesto pledges had been fulfilled, while another 17 or 34% were currently being implemented, leaving only three pledges or 6% yet to commence.

“The achievement of 94% under the ‘implemented’ and ‘underway’ categories within this period proves the effectiveness of cooperation and commitment among the state leadership in ensuring every promise is realised,” he said at a press conference at his office in Komtar here today.

According to him, among the manifesto pledges already implemented were the establishment of Active Senior Citizens Centres in every district, expansion of the Harapan Micro Credit Scheme (RM5,000-RM50,000) specifically for small entrepreneurs and a RM1,000 one-off aid for each haj pilgrim from the B40 group.

In addition, RM100 million was allocated for flood mitigation projects, free tuition classes for 1,500 B40 students annually, and RM20 million allocations for religious primary and secondary religious Schools, Maahad Tahfiz, Islamic kindergartens, pondok schools and KAFA Tulen.

Chow, who is also Penang Pakatan Harapan chairman said efforts were being intensified to complete the 17 ongoing manifesto pledges according to schedule, including eight projects worth RM1 billion to improve treated water supply and the RM500 one-off “Mempelai Emas” programme for every newlywed couple.

He said the state government is also focusing on implementing the remaining three manifesto pledges, namely establishing the State Social Development Fund, rental housing scheme for youths and singles, ‘kirigai’ ceremonial centres in every district and construction of the state’s 29th Tamil school.

To ensure the implementation of each manifesto pledge is monitored transparently and effectively, he said the state government had developed the ‘MyPenang Manifesto’ digital dashboard to enable real-time data monitoring by every implementing agency.

According to him, the achievements reflected the state government’s strong commitment in fulfilling the people’s mandate, with the manifesto now serving as the state administration’s official action plan.

“The state government does not view these promises merely as political rhetoric, but rather as a social contract that must be translated into tangible development and welfare,” he said.

In 2023, Pakatan Harapan and Barisan Nasional Penang launched the Unity Manifesto featuring 16 main themes, including welfare concerns and championing the people’s socioeconomic interests, while continuing the state government’s policies, initiatives and track record over the previous 15 years.
