OVER 90 per cent of the points listed in the Pakatan Harapan (PH) electoral manifesto have been accomplished or are being implemented.
This shows that Penang is serious about fulfilling its commitments to the people, and does not take the mandate lightly, said Chief Minister Chow Kon Yeow.
Chow said that the points pledged under the 2023 state manifesto would be upheld, given the time and scope.
"The state has completed 30 of 50 election pledges (60%) under the “MyPenang Manifesto,” including commencing mega projects such as the Mutiara Light Rail Transit (LRT) Line and the Penang Hill cable car, as well as new highways."
The allocation of RM100 million to statewide flood mitigation projects in identified flood “hotspots” was also listed among the fulfilled pledges, Chow told a media briefing at his office.
On public welfare, 10 senior citizen activity centres (PAWE) have been established statewide across all five districts to illustrate that the state is now classified as an ageing society because 10 per cent of the residents are aged 65 and above.
In view of the strong strides made in fulfilling the manifesto, Chow said that the state is about 75 per cent ready if a snap general and state elections are called by the national unity Madani government.
"Like it or not, we need to be ready at all times to contest in an election. That is why we are working hard."
Chow said that the people could track the progress of the election manifesto through the dashboard at https://mypgmanifesto.penang.gov.my.
He said the state government’s current focus is to begin work on the three remaining pledges and ensure that the 17 pledges currently in progress are completed on schedule.
“We are committed to providing a transparent report to the public as accountability is the basis of Penang’s governance.”
The three pledges yet to commence, accounting for 6% of the manifesto, are the creation of a state social development fund from healthcare fees collected from foreigners, a special housing scheme for bachelors and youths, and the construction of Penang’s 29th Tamil vernacular school.
Meanwhile, Chow, who is also Penang PH chairman, said there is still room for PH to work with Barisan Nasional in the state.
“But ultimately, the decision lies with the national leadership, and I believe all states will have to align with that decision,” he said. - May 19, 2026.
