PH, Germany ink deal on Clark aircraft maintenance facility

MANILA, Philippines — The Philippines and Germany on Tuesday sealed an agreement for the building and development of an aircraft maintenance facility at the Clark International Airport in Pampanga.

The ceremonial signing was witnessed by President Ferdinand Marcos Jr. and German President Frank-Walter Steinmeier following their meeting in Malacañang. Steinmeier is in the country for a three-day state visit.

Signed by the Bases Conversion and Development Authority, the Luzon International Premier Airport Development Corporation, and Lufthansa Technik Philippines (LTP), the lease agreement would cover a 157,000-square-meter site within the Clark airport complex. It will be used for the development of a Maintenance, Repair, and Overhaul (MRO) support facility for aircraft.

The initiative is a big push for Clark’s goal of becoming a major aviation and aerospace hub in Southeast Asia and is expected to attract investors and open job opportunities for Filipinos.

LTP said it was looking to invest around $400 million in capital for the Clark MRO complex meant to service big-bodied aircrafts such as the Airbus A380.

Germany is the biggest trading and investment partner of the Philippines among European Union (EU) countries with total bilateral trade at about $5.5 billion and net foreign direct investments amounting to $10.26 million in 2025.
