THE Philippine National Police (PNP) continued to receive positive trust and performance ratings from a majority of Filipinos in the Tugon ng Masa (TNM) survey of OCTA Research.
The survey found that 65 percent of adult Filipinos said they trusted the PNP, while 13 percent said they distrusted the police and 23 percent were undecided, giving the institution a net trust rating of plus 52.
Meanwhile, 63 percent said they were satisfied with the PNP’s performance, 17 percent were dissatisfied and 21 percent were undecided, resulting in a net performance rating of plus 46.
The survey was conducted from July 4 to 11 through face-to-face interviews with 1,200 respondents nationwide. It has a margin of error of plus or minus 3 percentage points at a 95 percent confidence level.
Trust was highest in Visayas at 70 percent, followed by Balance Luzon at 69 percent and Mindanao at 67 percent.
In contrast, only 40 percent of respondents in the National Capital Region said they trusted the PNP.The NCR also registered the highest distrust at 18 percent and the largest share of undecided respondents at 42 percent.
By comparison, distrust stood at 14 percent in the Visayas and 11 percent each in Balance Luzon and Mindanao.
The regional gap was also evident in performance ratings. Satisfaction reached 67 percent in Visayas and Mindanao and 65 percent in Balance Luzon but fell to 43 percent in the NCR, where dissatisfaction reached 38 percent.
The latest results showed relatively stable national ratings compared with the March 2026 survey.
National trust increased from 63 percent in March to 65 percent in July, while distrust declined from 17 percent to 13 percent.
Satisfaction with PNP performance rose from 61 percent to 63 percent, while dissatisfaction fell from 20 percent to 17 percent.
OCTA said the increases in trust and satisfaction were within the survey’s margin of error, while the declines in distrust and dissatisfaction were more pronounced.
Trust in the police in the NCR dropped from 54 percent in March to 40 percent in July, while distrust increased from 16 percent to 18 percent.
In the same period, satisfaction with PNP performance fell from 52 percent to 43 percent, while dissatisfaction rose sharply from 23 percent to 38 percent.
OCTA said the changes in Balance Luzon and the NCR were the most significant movements in trust, given the plus or minus 6 percentage-point margin of error for the major areas.
The decline in NCR performance satisfaction was likewise identified as the most statistically significant movement.
At the regional level, trust in the PNP reached 100 percent in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), followed by 93 percent in the Negros Island Region and 83 percent each in Western Visayas and the Zamboanga Peninsula.
Only four regions recorded trust levels below 60 percent: Davao at 31 percent, NCR at 40 percent, Central Visayas at 50 percent and Eastern Visayas at 59 percent.
Performance satisfaction was highest in BARMM at 92 percent, followed by the Zamboanga Peninsula at 84 percent, Negros Island Region at 83 percent and Western Visayas at 79 percent.
The lowest ratings were recorded in NCR at 43 percent, Soccsksargen at 46 percent, Eastern Visayas at 50 percent, and Davao Region at 51 percent.
The survey was non-commissioned.
PNP spokesman Col. Allen Rae Co on Monday welcomed the survey results, saying it serves as both recognition of the police force’s efforts and a reminder to continue improving service delivery.
