
Haryana Chief Minister Nayab Singh Saini on Tuesday launched the Auto Mutation System and Paperless Registration 2.0, marking a major step towards digitising land-related services and reducing delays in property registration and mutation.
With the rollout of the new system, citizens will no longer be required to submit separate applications for mutation of land records after property registration. Mutation documents can also be downloaded online from home.
Launching the initiatives at Haryana Niwas, Saini said the reforms would make government services “simpler, smoother and more convenient” while promoting transparency and ease of access through technology.
“The state’s commitment to making the lives of citizens simpler, smoother and more convenient has received a new impetus with the launch of the Auto Mutation System and Paperless Registration 2.0,” he said, describing the initiative as a significant step towards Prime Minister Narendra Modi’s vision of a “Viksit Bharat” and a “Viksit Haryana.”
The Chief Minister said people earlier had to wait one to two years for mutation and other land-related services, besides making repeated visits to government offices. “Initiatives such as Auto Mutation and Paperless Registration 2.0 are an important step towards providing hassle-free services to citizens,” he said.
Saini said the paperless registration system was first introduced in Ladwa tehsil of Kurukshetra district on September 29, 2025, before being expanded across Haryana from November 1, 2025. Based on feedback received over the past eight months, the second phase has now been launched with mutation integrated into the registration process.
The upgraded platform features a simplified application form and makes Aadhaar-based e-KYC mandatory for both parties to ensure complete identity verification. Individuals, companies, institutions and non-resident Indians unable to be physically present can appoint multiple representatives for registration.
The Chief Minister said the system would automatically identify prime and non-prime land categories, incorporate digital signatures and biometric authentication, and display applicable provisions under Section 7A of the Haryana Stamp Rules during registration.
Applicants will be able to track their cases online, upload additional documents digitally and verify documents using QR codes. A Tatkal appointment facility, similar to passport services, has also been introduced, while departmental verifications, including DTP and NOC approvals, will now be carried out online.
