Silva is said to want out of the country, even though he is very happy at City.
He is being linked with a move to Barcelona, but L'Equipe in France state that PSG are the ones who will make the biggest offer for him to City.
Barca can only get a deal done if they are able to remove Frenkie de Jong's wages from their salary bill in the coming week.
However, de Jong has resisted moves to either Manchester United or Chelsea this summer.
