Public Accounts Committee urged to probe Sabah Pan Borneo project

Kota Kinabalu: Kota Belud Member of Parliament Isnaraissah Munirah Majilis has asked the Public Accounts Committee to launch an immediate investigation into Phase 1 of the Sabah Pan Borneo Highway project which remains incomplete 10 years later.

An official letter was handed personally to PAC Chairwoman Datuk Wira Mas Ermieyati Samsudin in Parliament, Friday, following revelations in the Auditor-General’s Report (LKAN) 2/2026 dated Oct. 5.

Isnaraissah said she has no intention of finding someone to blame, but wants to know the actual cause of delay so that weaknesses can be rectified.

“Ten years. That is how long the people of Sabah have been waiting for the Pan Borneo Highway promised since 2015.

“I want to know what went wrong so it can be corrected, the public’s money safeguarded and lessons learned,” she said.

She said the project does not merely involve road infrastructure development, but is closely linked to the future of the state and coming generations.

“Pan Borneo Sabah is about our future, our children and our grandchildren in Sabah,” she said.

She said those weaknesses reportedly persisted even after project management transitioned from the Project Delivery Partner (PDP) to the Works Ministry on Sept 22, 2019.

In light of this, the investigation should cover the entire course of the project, from initial planning in 2015 to its current status as reported on Oct. 5, 2026.

She said a thorough examination is essential to identify occurred flaws, evaluate management steps taken, and ensure public money is used responsibly.

The project involves an allocation of RM24.89 billion, making the scrutiny of its management, implementation and progress vital to the public interest, particularly for the people of Sabah.
