Leeds United have prioritised the signing of Ryan Kent following the departure of Kemar Roofe.
Roofe is close to sealing a 7m move to Vincent Kompany's Anderlecht.
The Daily Mail says Marcelo Bielsa wants to use the funds to sign Liverpool winger Kent.
Rangers had been keen on bringing Kent back for another loan spell at Ibrox.
However, the Reds are only willing to sell the 22-year-old winger on a permanent deal.
