THE Bases Conversion and Development Authority (BCDA) on Tuesday issued a new call for a joint-venture bidding for the commercialization of passive information and communications technology (ICT) infrastructure in New Clark City.
Passive ICT infrastructure refers to the foundational, unpowered physical components that support data transmission such as fiber optic cables, conduits, towers, masts, and colocation facilities, distinct from active devices (routers, switches) that process signals.
It provides the “pipe“ or essential physical pathway for active network equipment to operate, enabling communication services by forming the backbone for mobile networks and data centers.
Estimated to cost P2.5 billion, the project will be implemented under the “Open Access Fiber” model to establish a robust fiber infrastructure and competitive market for ICT services for government agencies, enterprises, and residents in New Clark City in Capas, Tarlac.
The deal is good for 25 years, extendable for a maximum of another 25 years.
“We aim to provide fast, reliable, and affordable internet connectivity to all residents and businesses in New Clark City,“ BCDA president and CEO Joshua Bingcang said.
The project will also set the stage for the transformation of the 9,450-hectare former military base into the country’s first smart and future-ready metropolis.
It is seen to boost the New Clark City’s competitiveness, attract high-value, technology-driven industries, create highly-skilled jobs for Filipinos, and improve overall quality of life in the property.
The BCDA’s Prequalification/Qualification Bids and Awards Committee wants the bidding process and signing of the agreement done by May 2026.
The selection process will comply with Republic Act 11966 or the Public-Private Partnership (PPP) Code and its implementing rules and regulations.
A previous bidding which started Feb. 14, 2025 was terminated on March 31, 2025 to align the project with the process and requirements of the PPP Code.
The PPP Code creates a unified, stable legal framework for private sector involvement in infrastructure projects, streamlining processes, clarifying roles, and encouraging investment for better public services.
To ensure a fair, transparent, and competitive bidding process, the BCDA has also tapped the Asian Development Bank (ADB) as transaction adviser.
Interested parties may submit their bids on or before Feb. 16, 2026 at 1 p.m. at the BCDA corporate office in Taguig City.
The project is in line with the President Ferdinand R. Marcos Jr.’s socioeconomic agenda, including advancing technology and innovation, upgrading infrastructure, and fostering inclusive and resilient economic growth.
